According to the actual language of the bill, teenagers can only legally possess a handgun as long as they are under direct supervision of a parent or legal guardian over the age of 21. Any period of time that a teen is in possession of a handgun by themselves, it becomes illegal.

I saw that too. I'm reading the two parts down below that say "New Subsection".

So as best as I can tell, there has previously been a version of this law in effect in Iowa. They're just making new amendments, most likely to close any potentially exploitable loopholes.
