The hand cannon range nerf is necessary, and The Last Word is getting a range and stability nerf anyways. They're fixing the bug that allowed for hip fire precision damage when ADS. The Last Word is basically the shotgun of hand cannons, and it's meant to be used at close ranges. The fact is, The Last Word is used at ranges not meant for it, much like all hand cannons are. So the buff it gets for hip fire is meant to ensure the weapon gets used the way it's supposed to be used.
The Black Hammer nerf makes sense because if you nail precision shot after precision shot, it does more damage than Ice Breaker (which is also getting a nerf...which is something I find a little strange). That White Nail perk makes Black Hammer basically an exotic right now. The change makes sense.
The shotgun nerfs aren't what you think either, as it's not shotguns getting a nerf, but rather two range enhancing perks: Shot Package and Rangefinder. And it's a good thing.
I just became a sniper user for about I think two weeks. Before then, not once have I said "omg fuck that Sniper Rifle!". Perk or not, take it for what it is, "I stuck my body out at the wrong time". Who the fuck really complains about Sniper Rifles in crucible when the sniper hits their mark more than not? No one cried nerf for Praedyth's Revenge when everyone and their mothers used it for it's insane stability pre-Dark Below. And really, can anyone tell every time if the Final Round perk killed them or not? You can only assume just because one saw the name of the gun.
And no, I never heard people prepping the Final Round perk in Trials. Trials is more filled with Thorn - Shotgun blink fags than not in my dreadful experiences. The main usage of Sniper Rifles is Shores of Time, sometimes Twilight Gap. Oh, and there's Pantheon, a true sniper much, which I strongly believe that they need to remove this map out of rotation or make a Sniper playlist. Still doesn't stop crucible as a whole for being Shotgun infested. So again, whose really complaining about Sniper Rifles? If anything, I say it's more towards the users, and that's mainly for their camping. And if that's really the issue, then removing a perk is not going to solve anything. Make changes to the map.
I don't know what to think of The Last Word change other than it's constantly becoming less to my liking the more it's messed with. I JUST got used to it's changes, after it's been patched for five months. And to just use it as a CQC gun sounds a bit insane when a shotgun is more sufficient.
With that said, lol at the shotgun "nerf".
The White Nail nerf doesn't, and will never make sense.
No one can justify the nerf.
Using it for the Devil's Lair and The Winters Run strikes is kids shit due to the lack of danger, all the anti-Black Hammers will always focus on those strikes as their argument.
Along with "Just use ammo synths". lol yeah, I'll get right on that, just as soon as the servers are finish taking a shit loading up my character's inventory, oh fuck me, wait, just remember that I just used the Heavy ammo synth. Gotta wait five minutes!
And "Get out of your cover and just grab the special ammo drops" said the invisible Hunter (yes, a Hunter user told me this shit).
Using it in Prison of Elders, where you are constantly under fire trying to land all three precision shots makes it a risk/reward gun. Problem?

Bungie's design when it comes to player vs enemy is asinine.
I'm going to quote a few people who might can explain the following a little better than I can.

I'll be the broken record here since they don't seem to understand the core problems with their game. Pushing Atheon or Templar off a platform was not a bad thing, it was ingenious work of dedicated players using mechanics Bungie built. Players should be rewarded for more than just DPS on waves of majors a level above theirs who don't die. This is exactly why people will still look for the cheese. We wouldn't need or lust for Gjallarhorn (I have four) if the game design included more than just holding right trigger and hoping a one shot from a random enemy off screen or anteater error doesn't kick the team back to orbit after three hours of persistance amounts to nothing on a work night.
The Chalice, the Aegis, the sword, jail breaker. Some of these are absolutely on the right track but it's an astoundingly laughable gesture to give a player endless adds who just won't die and then weaken the weapons that could kill them. Where's the fun in that if shooting is all you expect your players to do?
For all the changes Destiny has been through it's still the loot cave, they are still saying we're "playing it wrong."

In most situations its not proactive to just jump around the map and shoot enemies. All of the POE bosses and most Strike Bosses are simply "group up and shoot them from far away." Black Hammer just made it easier to DPS, and thats only if you are good at using it. Without it, we will be doing the same thing, because it still wont be proactive to have any other strategy.
Sorry Bungie, it's not your weapon that needs to be changed. Its the way we have large enemy encounters. The black hammer is fine, change your boss mechanics.

I will wait to see what effect these have on the Gjallarhorn, but my major bug-bear with all these changes is that they don't address the real issues.
Everyone uses / wants gjallarhorn to make dull, bullet-sponge enemies into less of a chore. Thorn is overused because it's effective and rewards less-skilled players. Blackhammer is used to reduce the time we plough shot after shot into repetitive encounters.
Any time anything is done by the players to reduce their boredom, or increase their fun, it is addressed by Bungie, rather than being embraced by them.
Instead of trying to increase the grind in PVE, they could embrace the fun things we find - players having sparrow races to get the ether chests was fun, for example, but removed pretty quickly. Gjallarhorn is used purely to reduce boring, bullet-sponge encounters, but it's not the encounters which are being addressed, I hope the Taken King raid and strikes are more involved.
Instead of addressing specific issues in PVP (I'm sure more players would take the removal of "God-mode" laggers over a thorn nerf, for example), they blanket nerf all handcannons, while leaving a less-fun, laggy environment to play in...
Them nerfing Valrus Taaurc (even though that was out of the blue for them to do) and Skolas is them getting on the right track.
There needs to be more of this but I think the focus should be on the enemies. Either nerf the yellow bar enemies or make the Exotic weapons feel like Exotic weapons. And Bungie's too scared to do the latter.
A player being the same level as the enemies should never be so difficult. Just because they have a yellow bar shouldn't mean their level is secretly times 3. And oh boy if they are a level higher than you, fuck life.
Personal issue, but going through Prison of Elders and dealing with a mob of yellows just upsets me every time, because I feel like all that time and material I put into armor and guns meant nothing. I'm not expecting to mow enemies down, but I shouldn't be getting killed in two to three hits either.
