What actual language of the bill? Unless I'm some how reading this wrong, the 14 years old (teenager) part is scratched out. Implying "fuck it, if they're under 21, they need supervising". Right? No?

I saw that too. I'm reading the two parts down below that say "New Subsection".
So as best as I can tell, there has previously been a version of this law in effect in Iowa. They're just making new amendments, most likely to close any potentially exploitable loopholes.
